In addition to the application of your product as a less-lethal force option, the infrared capability is outstanding. The resolution it affords is exceptional. The ability to “paint” an area with light invisible to the naked eye is of great importance in a tactical situation.  Another law enforcement related use of this technology is in the area of search and rescue. Whether utilized in the white light or infrared mode, the XL-2000 would provide a significant light source for locating missing persons in the vast spectrum of diverse environments/terrain. Thus, the multi-use capability of your product is quite appealing.”

Mr. Parker:

This letter is follow up to my previous correspondence dated May 21, 2009. In subsequent conversations, we have discussed the capabilities and limitations of a variety of less-lethal and non-lethal weapons. As a point of clarification, the term “less-lethal” encompasses a classification of weapons which are traditionally deployed as an alternative to deadly force, but are capable of causing death or serious bodily injury, even though that is not their intended purpose. “Less-lethal” weapons include all propelled kinetic-impact munitions, including 12 gauge “sock” (formerly termed “bean-bag”) and 40 mm munitions, as well as PepperBall projectiles. “Non-lethal” weapons include electronic incapacitation (such as TASER) and chemical agents. The Stun Ray XL-2000 qualifies as a non-lethal system, which is preferable.

The goal of law enforcement is to ensure public safety. This includes, to the extent reasonably possible, the safety of suspects we take into custody. Of course, the suspect’s actions almost always dictate our response. That said, we have to demonstrate a level of care and compliance with contemporary best practices in affecting the arrest of sometimes violent individuals. In order to safely accomplish this mission, law enforcement is continually looking to private industry to provide new technologies. With this in mind, I am excited about the possibilities afforded by your company’s product, the Stun Ray XL-2000 light system.
